Financial Meltdown (金融崩壊)

2007年のsubprime loan(低所得者用住宅融資)そしてmajor financial institutes(大手金融機関)の破綻から始まったworldwide economic depression (世界同時不況)とその影響はわたしたちの生活にも大きく響いています。今日はそんな話題を取りあげてみましょう。まず二人の会話を聞いてください。

Dialog 1
A: Beginning with the U.S. subprime loans, banks and securities firms seem to be facing great difficulties. Why and how did it happen?
B: They loaned money to low income earners without mortgage to buy houses .
A: What is mortgage?
B: Well, when you get a loan from a bank you have to have something like your savings or properties as deposit just in case you are unable to pay back the loan. That is mortgage. It's called 'teito' in Japanese.
A: They didn't have mortgage?
B: Either they didn't or not enough.
A: So when they cannot pay back their loans they have to sell their homes.
B: Yes, but the prices of their homes have dropped.
A: Then the money lenders cannot get back the loans and the homeowners lose their houses.
B: That's right. But it's not so simple as that. The banks had sold the mortgages as securities to investors worldwide in very complicated systems.
A: That means the investors who bought the securities lost their money too.
B: Exactly. There are many individual and institutional investors who bought into their schemes and lost heavily.

A: サブプライムローンに始まって、銀行や証券会社は大変なめにあっていますね。
なぜまたどのように始まったのですか?
B: 彼らは低所得者に家を購入するのにmortgageなしにローンを貸したんですよ。
A: mortgageて何ですか?
B: ほら、ローンを借りるとき貯金とか、資産を保証金として持っていなければいけないでしょう。日本語で「抵当」と言われるものです。
A: その人たちは抵当がなかったんですね。
B: ええ、無かったか、十分ではなかったのでしょうね。
A: それで、ローンが返せない時は家を売らなければならないのですね。
B: ええ、でも家の価格が下がってしまった。
A: じゃ、貸したほうはローンが取り戻せないし、借りたほうは家を失うことになるのですね。
B: そうです。でも事はそんな簡単じゃないんですよ。銀行は、その抵当権を証券として世界中の投資家に非常に複雑なやりかたで、売却していたんです。
A: ということは、その証券を買った投資家も損をしたということですか。
B: その通り。多くの個人投資家や機関投資家がこのやりかたに投資して大損をしましたよ。

Subprime loansubは下とか低いことを表す接頭辞ですから、subprimeは優良物件以下ということになり、日本語では低所得向け住宅ローンと言われています

securities(通例複数形)は有価証券でsecurities firmsは証券会社です。

mortgage(抵当)はmort(死)+gage(誓約)から成り、約束が果せない場合の保証という意味です。他に抵当の意味でcollateralという語もあります。

It's not so(又はas) simple as that. 「そんなに簡単ではない。」not so (またはas) ~ asの表現も憶えておきましょう。「~ほど~ではない。」のように比較を表す言い方です。

Institutional investorsは企業(corporate)や各種ファンド(fund)など機関投資家を表します。

schemeは計画のことですが、planと違って入念に、時として不正私欲のために練った計画のことを意味します。

今回の金融破たん(financial meltdown)で証券会社(securities firms)や銀行の倒産(bankruptcies)、更には一般業界(business world)にも不安が拡がり、企業倒産(corporate bankruptcies)を防ぐために、また失業者政策(unemployment policy)のために 、各国政府は補正予算(supplementary budget)を組んで、救済策(bailout measures)をうちだしています。
